Check the service charge for the actual property and budget year. A community average or a number copied from a listing is not a substitute for the relevant approved charge and the owner’s current statement.
Find the project and budget year
The Dubai Land Department Service Charge Index allows checks by property details or by project, usage and year. Keep the result with the property records and make sure the selected project and period match the home under consideration.
The index states that the service charge does not include arrears. Obtain an owner statement so you can distinguish the charge for the current period from unpaid amounts or other items requiring clarification.
Understand what is included
DLD’s guidance on jointly owned property describes charges for shared operations and maintenance, management, insurance, utilities and reserves. Request the property’s actual breakdown; do not assume every building groups or bills costs in the same way.
For a practical comparison, identify which costs are included in the quoted charge and which are billed separately. Ask about cooling, utilities, parking and any other recurring amounts relevant to that unit. A lower headline charge may describe a different scope of costs.
Request the supporting information
- The current approved service charge information for the correct project and period.
- A recent owner statement, with clarification of arrears and other outstanding items.
- Previous statements where available, to understand changes over time.
- The management company’s explanation of included and separately billed services.
- Information available about reserves, planned major works and any additional charges.
- Details of unresolved maintenance issues relevant to the property.
Keep questions specific. If information is unavailable, record the gap and decide how it affects your budget and purchase conditions. A low or high figure alone does not establish the quality of a building’s management.
Put the charge into the ownership budget
For an investment, include the charge alongside vacancy, repairs, management and other owner costs. Our rental-yield worked example shows how operating expenses affect a return calculation.
For a home you plan to occupy, include recurring charges in the annual household budget and clarify how and when they are payable. Check the applicable area and billing basis shown on the actual documents rather than multiplying an approximate advertised floor area by a remembered rate.
